    The Department of Skill Development and Economic Empowerment erstwhile Training Centre for the Adult Blind owes its origin to St. Dunstan’s Hostel for the War Blinded established in 1943 to provide rehabilitation services to the soldiers and sailors blinded in World War II. On January 1, 1950, the Government of India took over St. Dunstan’s Hostel for the War Blinded and established the Training Centre for the Adult Blind in order to ensure reintegration of blind soldiers and other blind persons.

    The Training Centre for the Adult Blind is the oldest unit of the Institute which has the onerous responsibility of opening up new and challenging training and employment opportunities for persons with visual impairment.

    In 1950, the Centre started its journey by offering vocational training in the following 4 trades:
    • Re-canning of Chairs (Single and Double)
    • Braille (Hindi and English)
    • English Typing
    • Instrumental Music

    Gradually, training opportunities were expanded. New training programmes were developed and introduced as per need and latest market trends for persons with visual impairment for their empowerment and bringing them into mainstream society. Presently, the Department is offering vocational training programmes “Computer Operator and Programming Assistant (COPA) affiliated to the National Council of Vocational Training (NCVT); Stenographer and Secretarial Assistant (Hindi) affiliated to NCVT; Training in the Use of Assistive Technologies for persons with Visual Impairment; Training in Coping Skills for Adjustment at Work and in Social Life for Adventitious Blind Persons; Music (Vocal and Instrumental); Disposable Paper Products, Stationery Items and Handmade Paper Making; Nursery Worker (NSQF Level 3); Mushroom Grower (NSQF Level 4); Dairy Farmer/Entrepreneur(NSQF Level 4) and Re-canning of Chairs”. The course duration of these courses ranges from 3 months to 1 year.

    The vocational courses being offered are continuously aligned with the latest market trends and as per present day industrial requirements. Some of these courses are also affiliated to the National Council of Vocational Training and are compliant to the National Skill Qualification Framework (NSQF).

    Apart from imparting training in the vocational subjects, the trainees selected are also equipped with special core skills “Braille, Orientation and Mobility and Smart Phone Operation” all across the trades excluding Stenographer and Secretarial Assistant (Hindi) . Other multi skills such as basic Computer Operation, Computer Typing (English & Hindi), Daily Living Skills, Home Management Skills-Cooking food, washing machine operation, ironing, personal grooming; use of kitchen equipments and utensils, are also developed in order to empower them socially, economically, and emotionally so that they could live their life independently and with dignity. Marketing skills are inculcated in the trainees through managing the Sales Outlet and selling the products developed under the courses “Disposable Paper Products, Nursery Workers and Mushroom Grower”.

    Persons with visual impairment in the Age group of 18-40 years are entitled for admission to the vocational courses on fulfilling required conditions and qualifications prescribed for respective trade.

     Facilities offered:

    • No tuition fee is charged from the candidates selected for the course.
    • Free board and lodging during the training period.
    • Uniform and the pocket money of Rs. 300/- per month to meet out their daily expenses.
    • Medical facilities through the Institute’s Dispensary.
    • Accessible Course Materials, Assistive Devices and Equipments during their training at the Centre to overcome barriers to communication and to access their reading materials.

    Selection Process:

    • Applications received for the courses are first scrutinized by the duly constituted Scrutiny Committee. Short-listed candidates are called for test on the fixed date.

    • Selection to the vocational courses is made purely on merit basis through entrance test and trade & aptitude test by a Selection Committee duly constituted by the Director, NIEPVD.
